Can a therapist attend a school meeting? What happens if my child already has an Individualized Education Program, or IEP, or a Section 504 plan?

The answer is that WISe and school supports can work alongside each other.

Washington’s Health Care Authority describes WISe as a team-based service in which professionals such as school staff may be part of the young person’s team.[1] At the same time, school-based supports such as an IEP or 504 plan have their own educational purpose and processes.

The goal is coordination, not replacement.

WISe Is Designed to Bring People Together

WISe is built around a Child and Family Team, often called a CFT.

The team includes the young person and family along with people who can help support the family’s goals. Depending on the child’s needs and the family’s preferences, that can include natural supports as well as professionals from behavioral health, education, child welfare, juvenile justice, or other systems.

Washington’s WISe manual specifically says that the CFT includes the youth, parents or caregivers, relevant family members, and natural and community supports. It also directs WISe teams to seek input from the areas of a young person’s life where needs have been identified.[2]

If there is an identified need in the school setting, the manual gives school input as a specific example of information that should be incorporated into the Cross System Care Plan.[2]

That does not mean every teacher or school employee becomes part of every WISe meeting. It means the team can intentionally coordinate with the school when school is relevant to the young person’s goals.

How WISe Services in Schools Support Students

WISe services in schools can also provide direct support to students in general and special education settings, helping them navigate behavioral health challenges throughout the school day.

Coordination will look different for every family.

For one student, it may mean a care coordinator communicating with a school counselor about strategies that are helping the young person regulate emotions.

For another, it may mean a WISe team member participating in a meeting where the family and school are discussing attendance, behavior, or a transition back to school after a difficult period.

WISe staff may also provide direct behavioral health support to students in classrooms and other school settings, including general education and special education environments, when appropriate to the youth’s care plan and coordinated with the school. They can help respond to mental health crises involving a youth enrolled in WISe, including situations where the youth’s behavior may affect their own safety or the safety of others. Crisis response is coordinated with the school’s safety procedures and does not replace the school’s emergency responsibilities.

WISe team members can also advocate alongside the youth and family, helping communicate their needs, preferences, and goals in school conversations.

Collaboration may also include sharing useful observations, helping the different adults in the child’s life understand the family’s behavioral health goals, or making sure plans developed in different systems do not work against one another.

Washington’s WISe manual emphasizes coordination when young people have multiple existing plans. The Cross System Care Plan is intended to help those plans work collaboratively and avoid conflicts.[2]

The practical question is not, “Which team is in charge?”

It is, “How can the people supporting this young person communicate clearly enough that the family is not trying to manage several disconnected plans?”

A WISe Team Does Not Replace an IEP or 504 Plan

WISe services in schools complement existing educational supports by addressing behavioral health needs while the school maintains responsibility for educational services.

This distinction is especially important for families whose child receives special education or disability-related school supports.

An IEP is an educational plan developed through the special education process for an eligible student. A Section 504 plan addresses the individualized services and accommodations a student with a disability may need to access their education.

Those responsibilities remain with the school and the appropriate school team.

Washington’s Office of Superintendent of Public Instruction explains that school and district teams have specific responsibilities for students who are eligible for an IEP or 504 plan, including processes for identifying and addressing disability-related behavioral needs.[3]

A community behavioral health provider does not take over those responsibilities simply because a student is enrolled in WISe.

WISe staff may still support a youth in general education, special education, or other school settings and advocate for the youth and family while the school retains responsibility for educational services and accommodations.

The WISe team can bring another perspective to the conversation: what the young person and family are experiencing outside school, what behavioral health goals are being addressed, what strategies may be helping, and how different supports can be better coordinated.

Sometimes a School Meeting Can Also Support WISe Teaming

Families already managing multiple services may worry about adding yet another meeting to the calendar.

Washington’s WISe manual allows some flexibility.

It states that an existing cross-system meeting can serve as the CFT meeting for that month when the requirements of a CFT meeting are met. The manual specifically gives an IEP or 504 meeting at school as an example.[2]

That does not mean every IEP or 504 meeting automatically becomes a WISe meeting.

The meeting still needs to serve the needs of the youth and family and meet WISe requirements. But when it makes sense, coordination can reduce duplication rather than asking a family to repeat the same conversation with several separate groups.

The family and youth also have a voice in deciding who needs to participate. The WISe manual notes that families may determine that particular CFT meetings should include only the relevant members rather than the full team.[2]

School Staff Do Not Have to Attend Every WISe Meeting

A school representative can be valuable when school-related needs are being discussed, but that does not mean a teacher, counselor, or administrator must physically attend every CFT meeting.

Washington’s WISe manual explains that input for the CFT can be gathered in multiple ways and that a specific representative does not have to be physically present at a meeting for their input to be incorporated into the plan.[2]

That flexibility can matter.

Teachers have classrooms to run. School counselors and administrators have competing responsibilities. Families may also prefer that some behavioral health conversations remain within a smaller group.

The team can focus on getting the right information from the right people without assuming that everyone must be in the same room every time.

What Might the WISe Team Share With the School?

Effective WISe services in schools depend on appropriate communication between the family, behavioral health team, and school staff.

What is shared should depend on the young person’s needs, the purpose of the coordination, and applicable permissions and privacy requirements.

Useful information might include:

• Behavioral health goals that affect school functioning

• Strategies that appear to help the young person calm, communicate, or re-engage

• Patterns the family or care team has noticed

• Relevant safety or crisis-planning information when appropriate

• Changes that may affect attendance or participation

• Ways school staff can reinforce a strategy already being practiced

• Information that can help the WISe team understand what the school is observing

The goal is not necessarily to give the school every detail about treatment.

It is to identify what information is useful for supporting the young person across settings.

Families can ask the WISe team what information they recommend sharing, why it would be useful, and what permissions are needed before information is exchanged.

How Schools and WISe Teams Share Information

Collaboration goes both directions.

A therapist or care coordinator may understand how a young person is functioning at home or during treatment, while school staff see the student for hours each weekday in a very different environment.

They may notice patterns involving transitions, peer interactions, particular classes, workload, attendance, concentration, or behavior.

That information can help the WISe team understand whether a strategy is working across settings or whether a need is showing up differently at school.

Washington’s WISe model is intentionally cross-system. HCA lists school staff among the professionals who may participate on a WISe team.[1]

When the family wants that collaboration and the information is relevant, school observations can help the behavioral health team see a fuller picture of the young person’s daily life.

Behavioral Health Treatment and School Supports Can Address Different Needs

Sometimes the same behavior can involve both educational and behavioral health needs.

For example, a student with significant anxiety may avoid a particular class.

The WISe therapist may be working with the young person on anxiety, coping skills, emotional regulation, or other behavioral health needs. At the same time, the school may need to consider what educational supports are necessary for the student to access learning.

Washington’s OSPI makes a similar distinction when discussing behavior and mental health in schools. Its guidance explains that a behavioral intervention plan can address environmental factors and teach replacement behaviors, but it cannot treat an underlying mental health condition such as anxiety or depression. When mental health needs are affecting education, the school team should consider appropriate school-based supports and services.[3]

That is why collaboration can be valuable.

The systems may be addressing different pieces of the same overall challenge.

Questions Parents Can Ask

Families can also ask how WISe services in schools may support their child’s individual behavioral health goals and help strengthen communication with educators.

Parents do not have to become the sole messenger between the school and behavioral health team.

If school is an important part of your child’s situation, consider asking:

• Would it be helpful for someone from the school to participate in a CFT meeting?

• Who at the school would be the most useful point of contact?

• What information does the WISe team need from the school?

• What information would be helpful for the school to understand?

• How will information be shared and what permissions are needed?

• Does my child’s current IEP or 504 plan need to be discussed with the school team?

• Are the behavioral health plan and school plan working toward compatible goals?

• Could an existing school meeting also help meet a WISe coordination need?
• What WISe support may be available in classrooms or other school settings?
• How will WISe and school staff coordinate if my child experiences a mental health crisis at school?
• How can the WISe team help advocate for my child and family?

Those questions can help clarify roles and reduce the chance that the family is left trying to coordinate everything alone.

How WISe Services in Schools Strengthen Coordination

A young person receiving WISe may already have several adults trying to help.

The benefit of a team-based approach is not simply adding more people.

It is helping those people work toward a shared understanding of what the young person and family need.

School staff remain responsible for the educational supports and processes that belong to the school system. The WISe team remains focused on intensive behavioral health treatment, care coordination, crisis response, advocacy, and the goals identified with the youth and family, including support in school settings when appropriate.

When the two systems communicate appropriately, families may have a better chance of seeing strategies reinforced across environments and avoiding plans that unintentionally conflict.

Three Rivers Therapy provides WISe and other behavioral health services for children, youth, and families in Washington.

If your child is receiving WISe and school is an important part of their care plan, talk with your Three Rivers Therapy team about whether school collaboration could support your family’s goals and what coordination may be appropriate.

Sources

1.
